Baojing County is located in the northwest of Hunan Province, with a population of about 300,000, of which the agricultural population is 260,100 and the area is 1,760 square kilometers. There are 127 poverty-stricken villages in the county. The low-income population an annual income of only 1,196 yuan is 67,500, and the poverty rate is 26.1%. It is a national key poverty alleviation county.
